Permitting actions to date
Since Day 1, California has worked to clear barriers and cut red tape. Governor Newsom has taken the following actions to support survivors and fast-track rebuilding:
Financial Relief and Support
- Extended the LA County individual tax filing deadline to October 15
- Postponed the business sales and use tax filing deadline to April 30
- Waived penalties and interest on late property tax payments for a one year grace period until April 2026
- Worked with state and federally-chartered banks so affected homeowners can receive mortgage relief
- Provided $105 million in mortgage relief for affected homeowners
Housing Permitting Process Streamlining
- Waived permitting and review requirements on rebuilding damaged or destroyed properties through the California Environmental Quality Act (CEQA) and California Coastal Act
- Prohibited the Coastal Commission from interfering with the Governor's executive orders
- Clarified and expanded existing exemptions under CEQA, California Coastal Act, and local governments
- Allowed new homes to be rebuilt according to previous approved specifications without the need for extra review
- Reduced building delays and accelerated access to original building plans
- Extended construction permit deadlines to reduce administrative burdens on homeowners seeking to rebuild
- Postponed deadlines for local housing element rezoning requirement for LA County
- Now local government staff can prioritize issuing rebuilding permits
Housing Protection and Anti-Exploitation Measures
- Expedited temporary housing by streamlining accessory dwelling unit construction
- Additionally, also expanded temporary trailer allowances, and waiving mobile home park fees
- Banned landlords from evicting tenants for housing fire survivors in their rentals
- Protected fire victims from predatory land speculators
- This safeguards homeowners from unsolicited cash offers to buy their properties
- Implemented price-gouging protections against illegal increases in rent, hotel costs, and building materials
