SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:
Suanne Buggy, 45, of Sacramento, has been appointed deputy director at the California Department of Public Health, Office of Public Affairs. Buggy has been senior vice president at Ogilvy Public Relations since 2013. She served as assistant secretary at the California Health and Human Services Agency from 2011 to 2013, where she was deputy associate secretary for external affairs from 2009 to 2011. Buggy served as deputy director at the California Department of Public Health, Office of Public Affairs from 2007 to 2009. She was an external affairs advisor for agriculture at the U.S. Department of Agriculture in 2005, where she was senior public affairs specialist for food, nutrition and consumer services from 2003 to 2007. Buggy was a program officer for elections at the National Democratic Institute for International Affairs from 2001 to 2002 served as a congressional liaison for the U.S. Department of Commerce, Office of the Undersecretary, in the International Trade Administration from 2000 to 2001. She was press secretary and a legislative assistant in the Office of Congressman Matthew G. Martinez from 1998 to 2000. Buggy earned a Master of Arts degree in international studies from the University of Washington. This position does not require Senate confirmation and the compensation is $135,000. Buggy is a Democrat.
Rose McAuliffe, 46, of Sacramento, has been appointed risk manager of financing at the California Housing Finance Agency. McAuliffe has been chief of financial planning, policy and budgeting at the California Public Employees’ Retirement System since 2013, where she has been chief budget officer since 2011. She was a finance budget analyst at the California Department of Finance from 2008 to 2011, operations manager at West Coast Mortgage Group from 2005 to 2008 and a mortgage and financial consultant at Wells Fargo Home Mortgage from 2002 to 2005. McAuliffe was assistant vice president at City National Investments from 2000 to 2002 and at Mizuho Financial from 1997 to 2000. She was a compliance officer at Bancomer International Bank from 1996 to 1997. McAuliffe is a member of the Government Finance Officers Association. McAuliffe earned a Master of Business Administration degree from the DeVry University, Keller Graduate School of Management. This position does not require Senate confirmation and the compensation is $157,008. McAuliffe is registered without party preference.
