Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:

Rachelle Weir, 46, of Anaheim, has been appointed programs manager for the California Exposition and State Fair. Weir has been exhibit supervisor for the 32nd District Agricultural Association, Orange County Fair and Event Center since 2006, where she held several positions since 1993, including graphic designer. She is a committee chair for the Boy Scouts of America. This position does not require Senate confirmation and the compensation is $81,600. Weir is a Republican.

Jaime Campbell, 47, of Bakersfield, has been appointed operations deputy general manager for the California Exposition and State Fair. Campbell has been assistant administrator at the Bakersfield Memorial Hospital since 2014, where she has been assistant to the president since 2009. She was director of operations at Standard Pacific Homes from 2005 to 2009 and operations manager at Lennar Homes from 1993 to 2002. Campbell is a member of the Madorom Foundation and Catholic Charities of Kern County. This position does not require Senate confirmation and the compensation is $110,004. Campbell is a Republican.

Alice Lytle, 77, of Sacramento, has been appointed to the Racial and Identity Profiling Advisory Board. Lytle served as presiding judge at the Juvenile Court in the Sacramento County Superior Court from 1995 to 1996, where she was master calendar judge for landlord-tenant cases from 1989 to 1992. Lytle served as presiding judge at the Sacramento Municipal Court from 1988 to 1989. She served as deputy legal affairs secretary in the Office of Governor Brown in 1979, chief of the California Department of Industrial Relations’ Division of Fair Employment Practices from 1977 to 1979 and secretary at the California State and Consumer Services Agency from 1975 to 1977. Lytle was an instructor for the New College of California School of Law and a rural housing specialist at the National Housing and Economic Development Law Project from 1974 to 1975. Lytle is founder of the Sacramento Municipal Court La Casita Children’s Waiting Room. This position does not require Senate confirmation and there is no compensation. Lytle is a Democrat.

Alex Johnson, 35, of Los Angeles, has been appointed to the Racial and Identity Profiling Advisory Board. Johnson has been executive director at the Children’s Defense Fund, California since 2014. He was assistant senior deputy for education and public safety in the Office of Los Angeles County Supervisor Mark Ridley-Thomas from 2012 to 2014, where he was deputy for education and public safety from 2010 to 2012. Johnson was an attorney at the New York City Department of Education from 2008 to 2010 and an assistant district attorney in the Bronx District Attorney’s Office from 2005 to 2008. He is vice chair of the Los Angeles County Probation Department Oversight Working Group and a member of Arts for Incarcerated Youth Network Board, Los Angeles County Board of Education and the Wiley Center for Speech and Language Development Board. This position does not require Senate confirmation and there is no compensation. Johnson is a Democrat.

Leah Brew, 49, of Brea, has been reappointed to the California Board of Behavioral Sciences, where she has served since 2012. Brew has served as chair and professor in the California State University, Fullerton Department of Counseling since 2001. Brew was a teaching assistant at the University of North Texas from 1997 to 2001, a neurofeedback therapist at the Lane Learning Center from 1997 to 1999 and a supervisor at Lomas Mortgage USA from 1991 to 1996 and at Lifetime Automotive Products and World Wide Direct from 1989 to 1991. She was president of the California Association for Licensed Professional Clinical Counselors from 2012 to 2013 and the Western Association for Counselor Education and Supervision from 2008 to 2009. This position requires Senate confirmation and the compensation is $100 per diem. Brew is a Democrat.

Ryan Brooks, 45, of San Francisco, has been reappointed to the California State Board of Pharmacy, where he has served since 2008. Brooks has been senior vice president of government relations at OUTFRONT Media since 2002. He was director of administrative services for the City and County of San Francisco from 1999 to 2002 and director of business development at EA Engineering from 1996 to 1999. Brooks served as director of community and public relations for the U.S. Navy, Western Division from 1994 to 1996. He is a member of the Industry Trade Advisory Committee on Services and Finance Industries. This position does not require Senate confirmation and the compensation is $100 per diem. Brooks is a Democrat.

Victor Law, 63, of Pasadena, has been reappointed to California State Board of Pharmacy, where he has served since 2012. Law has been chief pharmacist and president at Alpha Medical Pharmacy Incorporated since 1987. He was a pharmacy manager for the Thrifty Corporation from 1985 to 1986, where he was a staff pharmacist from 1982 to 1985. Law was a staff pharmacist for Savon from 1979 to 1981. This position does not require Senate confirmation and the compensation is $100 per diem. Law is a Democrat.

Gregory Lippe, 70, of Woodland Hills, has been reappointed to the California State Board of Pharmacy, where he has served since 2009. Lippe has been president at the Gregory N. Lippe Accountancy Corporation since 1981. He was managing partner at Lippe, Hellie, Hoffer and Allison LLP from 1994 to 2009 and president at Solomon, Ross and Company from 1983 to 1994, where he was a certified public accountant from 1969 to 1981. Lippe was chief financial officer at Riverside Lumber Yard from 1981 to 1983 and an accountant at Touche, Ross and Company from 1967 to 1969. This position does not require Senate confirmation and the compensation is $100 per diem. Lippe is a Democrat.

Albert C. M. Wong, 65, of Orinda, has been reappointed to the California State Board of Pharmacy, where he has served since 2012. Wong has been president at Oakland Pharmacy Inc. since 1980. He was a pharmacist at the Children’s Hospital Oakland Medical Center from 1980 to 1983 and an intern and pharmacist at Kaiser Permanente San Francisco from 1976 to 1979. Wong is a member of the Wong Family Association of Oakland Board and the Oakland Chinatown Chamber of Commerce Advisory Board, where he was president from 1992 to 1993. Wong earned a Doctor of Pharmacy degree from the University of California, San Francisco School of Pharmacy. This position does not require Senate confirmation and the compensation is $100 per diem. Wong is a Democrat.

Katherine Feinstein, 58, of Kentfield, has been reappointed to the California Medical Board, where she has served since 2016. Feinstein served in several positions at the San Francisco County Superior Court from 2000 to 2013, including presiding judge, assistant presiding judge, supervising judge for the Unified Family Court and trial judge for the criminal, civil, family law and juvenile delinquency divisions. She was supervising attorney for family and children’s services at the San Francisco City Attorney’s Office from 1998 to 2000, director at the San Francisco Mayor’s Office of Criminal Justice from 1994 to 1996 and an attorney in private practice from 1991 to 1994. Feinstein served as an assistant district attorney at the San Francisco District Attorney’s Office from 1985 to 1988. She is a member of the Edgewood Center for Children and Families Board of Directors. Feinstein earned a Juris Doctor degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and the compensation is $100 per diem. Feinstein is a Democrat.

Randy W. Hawkins, 62, of Los Angeles, has been reappointed to the California Medical Board, where he has served since 2015. Hawkins has been assistant professor at Charles R. Drew University of Medicine and Science since 2014 and a physician and surgeon in private practice since 1986. He is board certified in internal medicine and pulmonary and critical care medicine. Hawkins is a member of the Charles R. Drew Medical Society of Los Angeles, where he was president in 2014, and a member of the Golden State Medical Association of California, American Thoracic Society, California Thoracic Society, Trudeau Society of Los Angeles and the National Medical Association. He earned a Doctor of Medicine degree from Hahnemann Medical College. This position requires Senate confirmation and the compensation is $100 per diem. Hawkins is a Democrat.

Denise Pines, 49, of Los Angeles, has been reappointed to the California Medical Board, where she has served since 2012. Pines has been principal at Denise Pines Inc. since 2010 and owner and operator at Pines One Publications since 1993. She was president at the Smiley Group from 1998 to 2010, a mid-markets manager for AT&T from 1994 to 1998, a public relations specialist for Neiman Marcus from 1990 to 1993 and an associate manager for Louis Vuitton from 1988 to 1990. She earned a Master of Arts degree in international business from John F. Kennedy University and a Master of Business Administration degree in finance from Stanford University. This position requires Senate confirmation and the compensation is $100 per diem. Pines is a Democrat.
