Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Alexander Maurice Gonzales, 57, of La Quinta, has been appointed warden at Chuckawalla Valley State Prison, where he has served as acting warden since 2011 and was chief deputy warden from 2010 to 2011, associate warden from 2008 to 2010 and facility captain from 2000 to 2008. Gonzales served in multiple positions at California State Prison, Los Angeles County from 1989 to 2000, including correctional lieutenant and facility captain and at the Richard J. Donovan Correctional Facility from 1986 to 1989, including correctional counselor and sergeant. He was a correctional officer at the California Institution for Men from 1982 to 1985. This position does not require Senate confirmation and the compensation is $130,668. Gonzales is a Republican.

Amy Miller, 39, of Brawley, has been appointed warden at California State Prison, Centinela, where she has served as acting warden since 2012, was chief deputy warden in 2012 and associate warden from 2010 to 2012. Miller has served in multiple positions at the Calipatria State Prison, including facility captain from 2007 to 2010, correctional lieutenant and sergeant from 2000 to 2006 and correctional officer from 1996 to 1999. She was a correctional captain at the California Institution for Women from 2006 to 2007 and a correctional officer at California State Prison, Centinela from 1999 to 2000. This position does not require Senate confirmation and the compensation is $130,668. Miller is a Democrat.

Kenneth Pogue, 45, of Shingle Springs, has been appointed assistant secretary for legislative affairs at the California Department of Corrections and Rehabilitation. Pogue has been a deputy attorney general at the California Department of Justice since 1999. He was an associate attorney at the Law Offices of Porter Scott Weiberg and Delehant from 1997 to 1999. Pogue was a contract attorney at the Law Office of Robert Tronvig in 1997 and a contract district attorney in the San Diego County District Attorney’s Office in 1996. He earned a Juris Doctorate degree from the University of the Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $138,000. Pogue is a Democrat.

William McNamara, 62, of San Diego, has been appointed director of energy program development at the California Conservation Corps. McNamara has been an independent energy efficiency consultant since 2012. He was director of the Portland Energy Conservation Incorporated California region from 2009 to 2012 and an independent management and energy efficiency consultant from 2008 to 2009. McNamara was president of Pneu-Logic Corporation from 2005 to 2008 and an independent management and business development consultant from 2004 to 2005. He was vice president of technology, strategy and planning at Columbia Ultimate from 2000 to 2004 and a member of the Commodity Software International Board of Directors from 1998 to 2000. McNamara was a management and technology consultant at Ultra Data Corporation from 1996 to 1998 and vice president of new business development at Datavision Technologies Corporation from 1993 to 1996. He was an independent management and software engineering consultant from 1991 to 1993 and president at Navigation Technologies Corporation from 1987 to 1991. McNamara was vice president of customer services and quality assurance at Convergent Technologies Inc. from 1981 to 1986. This position does not require Senate confirmation and the compensation is $114,000. McNamara is a Democrat.

Philip Ritter, 68, of Los Gatos, has been appointed to the California Housing Partnership Corporation. Ritter has been an independent certified public accountant and consultant since 2000. He held multiple positions at the Burbank Housing Development Corporation from 1994 to 2000, including project manager, asset manager and property management director. Ritter was a development finance manager for the Mid-Peninsula Housing Coalition from 1990 to 1994 and a task force staff consultant at Northern California Grantmakers from 1987 to 1990. He was a staff consultant at the San Francisco Foundation from 1982 to 1986, acting chief financial officer at the Center for Independent Living in 1982 and supervisor at Lee Allen and Farley CPAs from 1979 to 1981. Ritter was a staff accountant at Metzon and van Dam CPAs from 1978 to 1979, a mechanic and machinist at Griswold Company from 1977 to 1978 and director and automotive training manager at Synanon Foundation Inc. from 1971 to 1976. He was a chief financial officer at Computer Election Systems Inc. from 1969 to 1971 and a staff accountant-auditor at Touche Ross and Company CPAs from 1968 to 1969. This position requires Senate confirmation and there is no compensation. Ritter is a Democrat.
