Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

William Edgar, 72, of Sacramento, has been appointed to the Central Valley Flood Protection Board. He has been the co-owner of Edgar and Associates, an accounting services firm, since 1999. Edgar was contract executive director for the Sutter-Butte Flood Control Agency from 2007 to January 2012. He was interim city manager for the City of Sacramento in 2011. Edgar was a member of the California Reclamation Board from 2001 to 2005. He also served as a special advisor to the law firm of McDonough Holland and Allen from 2001 to 2005. Edgar was city manager for the City of Sacramento from 1993 to 1999 and assistant city manager from 1977 to 1992. He served concurrently as the first executive director of the Sacramento Area Flood Control Agency from 1988 until 1992. This position requires Senate confirmation and the compensation is $40,669. Edgar is a Democrat.

Molly Kennedy, 42, of Carlsbad, has been appointed to the State Council on Developmental Disabilities as the Area Board 13 representative, where she has served since 2010. Kennedy was director for the Health Care for the Homeless Program at the San Mateo Medical Center from 1997 to 2008, after serving as community program specialist from 1991 to 1997. She has been the president of the United Cerebral Palsy Association since 1997 and she is a member of the National Health Care for the Homeless Council. This position does not require Senate confirmation and the compensation is $100 per diem. Kennedy is a Democrat.

Richard Maullin, 71, of Santa Monica, has been reappointed to the California Independent System Operator Board of Governors, where he has served since 2011. Maullin is currently the president of Fairbank Maslin Maullin Metz and Associates, where he has worked since 1981. Previously, he was the president and chief executive officer of MCR Geothermal Corporation from 1980 to 1985. Maullin was the co-chairman for Governor Brown’s presidential campaign in 1980 and associate campaign manager for Governor Brown’s gubernatorial campaign in 1974. He served as chairman of the California Energy Commission from 1975 to 1979. He received his doctorate in political science from the University of California, Los Angeles. This position requires Senate confirmation and the compensation is $20,000 in addition to per diem for meeting preparation and attendance expenses. Maullin is a Democrat.

Timothy Ramirez, 45, of Albany, has been appointed to the Central Valley Flood Protection Board. Ramirez has served as the natural resources and lands management division manager at the San Francisco Public Utilities Commission since 2005. He served as senior advisor for the California Bay-Delta Authority from 2003 to 2005. Ramirez was assistant secretary for water policy and science at the California Resources Agency from 2002 to 2003 and water policy and science advisor from 1999 until 2002. Ramirez was resource science director and acting executive director for the Tuolumne River Preservation Trust from 1996 to 1999. He has been a member of the American Geophysical Union since 1995 and a member of the American Fisheries Society since 1999. This position requires Senate confirmation and the compensation is $40,669. Ramirez is a Democrat.
